GTD and FCFS submission statuses

GTD and FCFS use independent winner submission states.

Each sheet can move through:

• Draft
• Submitted
• Changes Requested
• Finalized

Independent state

A community can submit GTD while FCFS is still Draft.

A project can finalize GTD while FCFS is still Submitted or Changes Requested.

Requesting changes to FCFS does not reopen GTD.

Finalized sheets

A finalized sheet is locked so the winner list stays stable. If a correction is required, the relevant allocation type must be reopened before editing can continue.

This status split gives the project a clear audit trail without forcing both allocation types to move at the same speed.
